Housing Case Manager/Counselor

Base Salary: $29,120 - $31,720 DOE
Hours: Full-Time (40 hours week)
Schedule: Monday-Friday, 8:00 a.m. – 5:00 p.m.
Status: Non-Exempt, 90-day probation period

Supervision Received

Works under the immediate supervision of the Chief Executive Officer of Native Community Development, Inc. (dba NATIVE, Inc.).

Essential functions of this position include intake, knowledge of statewide housing and community resources, conduct needs assessment and assists individuals through the navigation and coordination and placement of identified services and resources. High level of needs include social support, housing, and workforce development services.

Minimum Qualifications
  • Must have at least a two-year degree in relevant field.

  • Must have at least one year of case management experience.

  • HUD Housing Counseling Certification (preferred).

  • Teaching/Facilitating experience (preferred).

Duties and Responsibilities

​Under the direction of the program manager, the employee will perform the following tasks:

  • Assist with teaching rental housing counseling, financial coaching, homebuyer education and personal financial management classes.

  • Assist clients in obtaining housing and financial capability through counseling and

  • Assist clients in accessing and understanding housing and financial programs and

  • Maintain current community resource files and take the initiative in building financial management programs.

  • Be creative and self-motivated in assisting clients with financial management.

  • Enter client cases in computer tracking programs.

  • Perform other duties as assigned. This job description is not intended to be all-inclusive, and the employee will also perform other reasonably related duties as assigned by supervisory personnel.

  • Conduct outreach to recruit participants into housing and finance programs.

  • Performs other duties and special projects as requested by the Chief Executive Officer.

  • Must be able to demonstrate the ability to identify and address problems, exhibit competence in identifying and interpreting needed areas of assessment, display sensitivity regarding personnel matters and the ability to participate effectively in short and long-range planning.

  • Must demonstrate knowledge of various resources in the Bismarck-Mandan community.

  • Must demonstrate strong organizing and coordination skills.

  • Must demonstrate creativity and self-starter.

  • Ability to work at all levels of the organization and develop a close rapport with other colleagues, partners, constituents, and employees.

  • Energized, challenged, and inspired by working in communities of diversity.

  • Excellent communication skills (written and verbal).

  • Ability to learn new programs as needed.

  • Must have experience working in a professional setting.

  • Must have strong interpersonal skills.

  • Must be culturally competent and respectful in working with Native Americans and working with other diverse backgrounds, persons with disabilities, mental health, and/or persons with addictions.

  • Must have strong computer and Microsoft office software experience.

Physical & Environmental Requirements
  • Handle multiple tasks and priorities in a high paced environment.

  • Extended periods of sitting, standing, stair climbing, and light lifting to 10 lbs.

  • Responding promptly in late-night hours may be required on occasion.

  • Travel for training may be required on occasion.
